The Africa Technology and Innovation Partnership (ATIP) Programme is a six-year program (2020-2026) working to strengthen innovation ecosystems in Africa to stimulate economic growth and technology-enabled businesses that can solve development challenges. The program is now approaching the final year of implementation and is seeking a Learning Partner to work with the different program partners involved in ATIP to drive focused learning and synthesis efforts, provide sense-making of data and insights from a varied portfolio of projects and geographies, and deliver appropriate and strategic opportunities for collaborative and emergent learning.

The FCDO is inviting bids for a Learning Partner to work with implementing partners to drive learning and synthesis efforts and drive collaborative and emergent learning and dissemination.
Open Countries: Ethiopia, Ghana, Kenya, Nigeria, Rwanda, South Africa and Tanzania
Eligible organizations: Non-governmental organizations (NGOs), UK-based non-profit organizations, Educational institutions and Organisations based in Low to Middle-Income Countries (LMIC)
Value of funding: £100,001 to £500,000
What the fund will achieve
The objective of this new learning partnership is to work with programme partners across ATIP to build knowledge and understanding about how past investments in innovation systems strengthening through the ATIP Programme, have contributed towards development objectives, and how current and future investments can be informed by these lessons.

Requirements for organisations wishing to apply
Organisations wishing to apply must have:
- strong team leader with relevant academic and professional qualifications (Monitoring and Evaluation, Development Studies, Communications, Tech & Innovation etc), demonstrated leadership capability and track record in leading similar projects with proven ability to deliver quality projects at pace
- experience with conducting research, systems thinking and various approaches and methodologies for learning and knowledge exchange
- proven experience in promoting research uptake and communicating research findings, including strategies for disseminating learning and evidence. This includes stakeholder identification, and identification of clear, practical dissemination options targeting specific stakeholders
- proven experience in data analysis, report writing, and communications
- strong knowledge of the African innovation ecosystem and stakeholder engagement
- excellent project management and coordination skills
- experience with subcontractor management and procurement
- lead partner should strictly be a non-for-profit organisation
How to apply
Interested teams should submit (via the e-mail address provided) a cover letter, CVs and a two page proposal detailing their approach to the assignment, including methodology, timeline, and budget. Proposals should clearly set out the supplier’s suggested approach to conducting the project, in line with the requirements set out in these ToR, team skills and experience, proposed team composition (including a workplan clearly indicating days allocated per team member). The proposal should also set out an approach to engaging stakeholders and communication and uptake of findings and explain how the team will address challenges and risks to the project.
