Background Context

Despite progress in increasing school participation in Ghana,more children remain out of school due to poverty, gender inequalities, disability, rural isolation, and other socio-economic factors. At the primary level, significant disparities persist in school attendance, with 16 percent of children from the poorest households remaining out of school compared to only 1 percent among the wealthiest. Rural children continue to face higher out-of-school rates than their urban counterparts, highlighting persistent inequalities in access to education. 

Overall, approximately 283,000 primary-age children and 135,000 lower secondary-age children are not enrolled in school, with the numbers increasing sharply at the upper secondary level to about 610,000. Furthermore, 39.4% of persons with disabilities aged five years and above have never attended school, underscoring the need for targeted interventions to ensure inclusive and equitable education for all learners. Even for those enrolled, foundational learning outcomes remain low, particularly in literacy and numeracy. 

Early exclusion from education not only limits children’s immediate opportunities but also perpetuates cycles of poverty and inequality. Globally, evidence shows that children who do not acquire basic literacy and numeracy skills by the age of 10 struggle to progress in education and are more likely to drop out entirely.

Inclusive, community-driven, and affordable innovations are therefore critical to ensuring that every child has access to education. Solutions must focus not only on enrollment but also on retention and foundational learning outcomes, ensuring that marginalized children—including girls, children with disabilities, and children in rural or conflict-affected areas—are not left behind.CHALLENGE CONSTRAINTS
