The South-West Development Commission (SWDC) has announced the launch of an ₦80 billion Transformed Communities Programme (TransComs), a large-scale rural development initiative designed to improve infrastructure and economic productivity across South-West Nigeria.
The programme will be officially introduced during a two-day stakeholder roundtable scheduled for May 5 and 6, 2026, in Ibadan, Oyo State. The event is expected to bring together government officials, development partners, academics, and private sector stakeholders to formally present the initiative and align implementation strategies.
According to the commission, TransComs is structured as a multi-sector intervention targeting long-standing development gaps in rural areas. The programme integrates key sectors including agriculture, energy, healthcare, digital connectivity, agro-processing, and microfinance into a unified development framework aimed at creating sustainable local economies.
A key feature of the initiative is the formation of clustered rural economic hubs, where neighbouring villages are grouped into organised units designed to function as self-sustaining economic ecosystems. These clusters are expected to attract investment, strengthen local production, and improve access to structured markets.

Pilot locations have already been identified in Fapote and Ogbomoso in Oyo State, as well as Ibapara, where preparatory work is underway. Planned infrastructure includes schools, healthcare centres, and agro-processing facilities ahead of broader expansion.
The commission projects that the programme will scale to 137 TransCom units across Oyo, Ogun, Osun, Ondo, Ekiti, and Lagos States by 2030. An initial target of 12 operational sites is expected by the end of 2026.
For small and medium-sized enterprises, particularly those operating in agribusiness and rural value chains, the initiative is expected to create new opportunities through improved infrastructure, expanded access to finance, and more structured production and distribution systems.
The programme is being developed in partnership with development expert Oyebanji Oyelaran-Oyeyinka, who is providing strategic guidance for its implementation.
